1. Harcerski Znak Spadochronowy wzorowany jest na zwykłym znaku spadochronowym Polskich Sił Zbrojnych. Jest odznaką wyszkolenia spadochronowo-desantowego dla harcerzy i instruktorów.
2. Celem nadania odznaki jest uhonorowanie wiedzy i umiejętności techniczno-obronnych harcerzy odbywających szkolenie spadochronowo-desantowe oraz inspirowanie ich do pogłębiania znajomości historii i tradycji polskiego spadochroniarstwa wojskowego i harcerskiego.
3. Zdobywanie odznaki stanowi jeden z najważniejszych elementów w procesie wychowania patriotyczno-obronnego harcerzy spadochroniarzy.
4. Kształt odznaki wzorowany jest na znaku spadochronowym, przedstawiającym wizerunek orła pikującego do walki, według projektu M. Walentowicza, uzupełniony lilijką harcerską umieszczoną w szponach orła. Na odwrocie odznaki, zgodnie z tradycją wygrawerowane jest hasło "Tobie Ojczyzno" oraz numer ewidencyjny znaku. Odznaka wykonana jest z metalu oksydowanego.
5. Prawo nadawania odznaki mają harcerscy instruktorzy lotniczy na podstawie specjalnego upoważnienia komendanta Centralnego Ośrodka Lotniczego ZHP.
6. Prawo ubiegania się o nadanie odznaki przysługuje harcerzowi (instruktorowi) po spełnieniu następujących warunków:
- wykonanie minimum 3 skoków ze spadochronem z dowolnego typu statku powietrznego,
- wykazanie się znajomością historii i tradycji polskiego spadochroniarstwa wojskowego i harcerskiego,
- zdobycie trzech wybranych sprawności lotniczych,
7. Odznaka nie może być nadawana na zasadach honorowych.
8. Odznaka nadawana jest dożywotnio.
9. Odznaka noszona jest na mundurach organizacyjnych, dwa centymetry powyżej krzyża harcerskiego.
10. Odznaka może być noszona na podkładce filcowej w kolorze zależnym od liczby wykonanych skoków:
- granatowa - po wykonaniu 12 skoków (w tym 3 z opóźnionym otwarciem),
- zielona - po wykonaniu 50 skoków,
- czerwona - po wykonaniu 100 skoków,
- żółta - po zdobyciu uprawnień instruktora spadochronowego.
Podkładka powinna wystawać spod odznaki na 1 mm.
11. Odznaka wydawana jest razem z legitymacją, uprawniającą do jej noszenia. Koszt wykonania odznaki ponosi COL ZHP.
12. Posiadacz odznaki ma prawo nosić na ubraniu cywilnym miniaturkę znaku, w takim przypadku nie stosuje się podkładek filcowych.
13. Rejestr nadanych odznak prowadzi komendant COL ZHP.
14. Przydziału numerów odznak dla poszczególnych harcerskich jednostek lotniczych dokonuje komendant COL ZHP.
